    Purpose:

    To endorse the revised Waste Collection Policies and approve the proposed consultation on the options for waste minimisation and charges for bin replacements.

     

    Decision:

      i.  Endorses the revised Waste Collection Policies, as attached as Appendix 1 of the submitted report, with the revision to Policy 3 – Number of Wheeled Bins and Sacks Provided, that up to two additional 240litre bins for green and food waste can be provided on request subject to an annual charge; and

      ii.  Approves the consultation on the options for waste minimisation and potential charges for bin replacements, as detailed in the submitted report, subject to consultations not commencing until the new Municipal Year.

    Reasons for the decision:

    The Council’s Waste Collection Policies have been updated to account for changes in material types collected and to clarify some service delivery issues.  The revision also includes a policy for remote properties located on private roads/tracks and unadopted roads; an updated rejection policy based on trials undertaken and a new policy regarding repeated contamination of recycling bins.

    Alternative options considered:

    Three options for public consultation, as detailed in paragraph 3.11 of the submitted report, to reduce grey bin capacity.

     

    The options for charging for replacement bins that have been damaged, lost or stolen to be tested through public consultation, as detailed in paragraph 3.16 of the submitted report.

    Resource Implications:

    The implementation of the preferred option for waste minimisation will be the subject of a business case to confirm the costs and funding.
