To detail the review of the Re:Fit programme following deferment by the Cabinet while the situation surrounding the leases for the One Leisure sites was resolved.

i.  To approve the signing of Call-off Contract 2 with an exclusion clause for One Leisure Huntingdon Dry-side and One Leisure St Neots, both to realise savings at sites unaffected by lease issues and to give time to resolve outstanding lease issues; and

ii.  Remove One Leisure Ramsey from the scope of the programme owing to a potential redevelopment of the Ramsey Abbey School site incorporating the possible creation of a new leisure facility.

Approval of the signing of Call-off Contract 2, with the addition of the exclusion clause to allow the removal of either One Leisure St Neots or One Leisure Huntingdon Dry-side, or both sites if the leases were not in place, allows the Council to invest with confidence in the remaining One Leisure sites and to commence savings identified in the Medium Term Financial Strategy.

The deadline for activation of the exclusion clause being 1 March 2017 allowed time for the Council to negotiate the leases for the affected sites.
