    Decision:

    Notes the work undertaken to date and the proposed improvements the scheme would deliver to the rail network including the removal of all crossing points whilst providing alternative access for vehicular, pedestrian, cyclist and equestrian traffic.

     

    Welcomes the investment in infrastructure.  However, notes that investment is lacking in terms of rail infrastructure in this part of the country.

     

    Supports the proposed scheme as detailed in Appendix B of the officer’s report, including the revision detailed in Appendix C of the officer’s report, leading to the submission of a Transport and Works Act application.

     

    Reasons for the decision:

    The emerging proposals will improve the efficiency of the railway and also reduce the risks to the safety of the public and passengers.

     

    If funding for the scheme is approved, Network Rail will require a Transport and Works Act Order (T&WA).  In progressing to the next stages of the scheme  and the submission of a T&WA application, Network Rail will continue to work with the local community, including the District Council and the County Council to develop final solutions of benefit to the wider travelling public.

     

    Alternative options considered:

    Detailed preferred options for all affected crossings were included in Appendix B of the officer’s report.

     

    As a result of local representations from the Parish Council and residents a draft revised plan for the Offords was proposed, as tabled at the Overview & Scrutiny Panel (Environmental Well-Being) held on 10 March 2015 and attached as Appendix C of the officer’s report.  The revised proposal involved re-siting the roundabout to the north of the village further away from the residential properties on that side of the settlement.
