In accordance with Section 30 (2) of the Local Government Finance Act 1992 to consider draft resolutions as to the levels of Council Tax in 2005/06 for the various parts of Huntingdonshire District.

In accordance with Section 30 (2) of the Local Government Finance Act 1992 and with reference to a report by the Director of Commerce and Technology which had been circulated at the meeting (a copy of which is appended in the Minute Book) the Leader proposed the determination of levels of Council Tax for 2005/06 for the various parts of the Huntingdonshire District.
On being put to the vote, it was
RESOLVED
(a)that the Revenue Budget for 2005/06 as submitted be approved;
(b)that the following amounts be calculated by the Council for 2005/06 in accordance with Sections 32 to 36 of the Local Government and Finance Act 1992 (the Act):-
£
(i) the aggregate of the amounts 58,230,502
which the Council estimates for
the items set out in Section
32(2) (a) to (e) of the Act
(ii) the aggregate of the amounts 39,572,110
which the Council estimates for
the items set out in Section
32 (3) (a) to (c) of the Act
(iii) the amount by which the 18,658,392
aggregate at (b) (i) above
exceeds the aggregate at
(b) (ii) above in accordance
with Section 32 (4) of the Act
(iv) the aggregate of the amounts 9,508,211
payable into the General Fund
for the items set out in Section
33 (1) of the Act
(v) the aggregate of the amounts 3,550
payable from the General Fund
for the items set out in Section
33 (3) of the Act
(vi) the basic amount of Council Tax 161.39
for 2005/06 in accordance per band D
with Section 33 (1) property
(vii) the aggregate of special items 3,110,997
referred to in Section 34 (1)
(viii) the basic amount of Council Tax 106.54
for 2005/06 for those parts of the
District to which no special item
relates
(ix)the basic amounts of Council Tax for 2005/06 for those parts of the District to which one or more special items relate in accordance with Section 34 (3) of the Act are shown by adding the Huntingdonshire District Council amount to the appropriate Parish Council amount in column "band D" set out in table 1 hereto
(x)the amounts to be taken into account for 2005/06 in respect of categories of dwellings listed in the different valuation bands in accordance with Section 36 (1) of the Act are shown by adding the Huntingdonshire District Council amount to the appropriate Parish Council amount for each of the valuation bands in the columns "bands A to H" set out in table 1 hereto;
(c)that the amounts of precept issued to the Council by Cambridgeshire County Council, Cambridgeshire Police Authority and Cambridgeshire & Peterborough Fire Authority for each of the categories of dwellings listed in different valuation bands in accordance with Section 40 of the Act shown in table 1 hereto be noted; and

53 Calculation of Council Tax Base 2004/05 PDF 21 KB
In accordance with the provisions of the Local Government Finance Act 1992, to determine the Huntingdonshire District Council tax base for 2004/05. A report by the Head of Revenue Services is appended hereto.

In accordance with the Local Government Finance Act 1992 and the Local Authorities (Calculation of Tax Base) Regulations 1992 (as amended) the Executive Councillor for Finance, Councillor T V Rogers, introduced a report by the Head of Revenue Services (a copy of which is appended in the Minute Book) setting out the general principles for the calculation of the Council Tax Base for the District for 2004/05.
Members were advised that the Cabinet, having considered the financial implications of discounting second homes and long-term empty properties on the Council’s tax base, had reduced to 10% the current discount in respect of Council Tax liability awarded on second homes in the District and abolished the current 50% discount awarded in respect of Council Tax liability for long-term empty properties both with effect from 1st April 2004.
Following a question from Councillor R E Barnes regarding the entitlement of a single person occupying a second home to Council tax discount, Councillor Rogers replied that he would ask the Head of Revenue Services to respond to the questioner on his behalf. Whereupon, it was
RESOLVED
(a)that the report by the Head of Revenue Services regarding the calculation of the District Council’s Tax Base for the year 2004/2005 be approved; and
(b)that pursuant to the Head of Revenue Services’ report and in accordance with the Local Authorities (Calculation of Tax Base) Regulations 1992 (as amended), the amounts calculated by the Huntingdonshire District Council as their net tax base for the whole District for the year 2004/2005 be 56,149 and for the parts of the District listed below for the same year shall be for the parish of:-
