    Decision:

    Noted the Council's performance against targets within "Growing Success" - the Council's Corporate Plan.

    Minutes:

    The Cabinet received and noted a report by the Head of People, Performance and Partnerships (a copy of which is appended in the Minute Book) which reviewed the Council's performance against targets within "Growing Success" - the Council's Corporate Plan. Of the 37 corporate objectives 8 were priorities and these had been split between the Overview and Scrutiny Panels. Having received explanations for 6 of the objectives being highlighted as not performing, Executive Councillors suggested that where monthly figures were compared against yearly these be coded as amber, rather than red, to show they are on target.

    Minutes:

    The Panel considered a report by the Head of People, Performance and Partnership (a copy of which is appended in the Minute Book) containing details of the Council’s performance against its priority objectives in the quarter to 30th June 2009.  Of the 37 corporate objectives eight were priorities and these had been split between the three Overview and Scrutiny Panels.  With regard to matters raised by the Corporate Plan Working Group, the Panel noted that a number of posts had been deliberately held vacant in order to save costs. In addition, the leisure centres had made the full year’s NNDR payment following receipt of an invoice for the full amount and that no discount was available for payment by this method.

     

    RESOLVED

     

      that the comments of the Corporate Plan Working Group be endorsed for submission to the Cabinet.

    Minutes:

    (Councillor J A Gray, Executive Councillor for Environment and Information Technology was in attendance for this Item).

     

    The Executive Councillor for Environment and Information Technology introduced a report by the Head of People, Performance and Partnerships (a copy of which is appended in the Minute Book) on the performance of the authority against the priority objectives for environmental well-being identified in "Growing Success", the Council's Corporate Plan.  The report had already been presented to a recent meeting of the Corporate Plan Working Group which comprised the Chairmen and Vice-Chairmen of the three Overview and Scrutiny Panels. 

     

    The Panel was pleased to note that all but one of the indicators where statistics were available were positive.

    PERFORMANCE MONITORING

    Minutes:

    The Panel considered a report by the Head of People, Performance and Partnerships (a copy of which is appended in the Minute Book) containing details of the Council’s performance against its priority objectives in the quarter to 30th June 2009. Having endorsed the comments of the Corporate Plan Working Group, particularly with regard to objectives where targets had not been achieved, Members noted that work on the budgets associated to each of the priority objectives was currently being undertaken by the Working Group.

     

    In light of the forthcoming introduction of the scrutiny of partnerships, and having discussed the Council’s approach to partnership working, the Panel endorsed the view that the Council should take every opportunity to engage with partners. Furthermore, Members concurred with a suggestion that the Overview and Scrutiny Panels should encourage other organisations to participate in greater levels of partnership working.
