Councillor N Wells, Chair of the Licensing Committee to present a draft Statement of Licensing Policy to the Council for approval for a five year period from January 2026.
(The draft Statement was endorsed by the Licensing Committee at their meeting on 22nd October 2025).

Councillor N Wells, Chair of the Licensing Committee presented the Licensing Act 2003: Statement of Licensing Policy (a copy of which is appended in the Minute Book). It was noted that the draft Statement was considered and endorsed by the Licensing Committee at their meeting on 22nd October 2025 and it was recommended that it should be referred to the Council for approval.
In supporting the item, Councillor Hunt also expressed his thanks to Officers in their support of the Ask for Angela scheme which had previously been brought as a Motion before the Council.
Whereupon and it having been duly proposed and seconded it was
RESOLVED
that the Council’s Licensing Act 2003: Statement of Policy be approved and adopted for a 5 year period ending no later than 7th January 2031.

The Committee is invited to comment on the Licensing Act 2003: Statement of Licensing Policy Report and to recommend it to Council for final approval and adoption as the Council’s Licensing Act 2003 Statement of Policy for a 5 year period ending no later than 7th January 2031.

By means of a report by the Licensing Manager (a copy of which was appended in the Minute Book) the Licensing Act 2003: Statement of Licensing Policy was presented to the Committee.
Following an enquiry from Councillor Banks on the Ask for Angela campaign, the Committee heard that this would be supported and promoted by the Licensing Team but that it was not a Law, should this change in the future, adaptions could be made.
Councillor Tevlin expressed her support for the Ask for Angela scheme and was glad that it was being supported by the Council. It was advised that offences would tend to be reported to the Police rather than the Licensing Authority.
Following which it was
RESOLVED
that the Licensing Act 2003: - Draft Statement of Licensing Policy be noted and that the Committee recommend that the Policy be presented to Full Council for their final approval and adoption as the Council’s Licensing Act 2003 Statement of Policy for a five year period ending no later than 7th January 2031.
