GAMBLING ACT 2005 - STATEMENT OF PRINCIPLES REVIEW To consider a report by the Head of Community seeking approval of a draft Statement of Principles for public consultation. Contact: Susan Walford 388002 Additional documents: Minutes: Consideration was given to a report by the Head of Community (a copy of which is appended in the Minute Book) to which was attached a draft Statement of Principles under the provisions of the Gambling Act 2005. The Statement outlines the principles which the Council proposes to apply when exercising its functions under the Act.
Having noted that Councils are required to review their Statement of Principles every 3 years, the Committee were advised that the current Statement was scheduled to expire on 30thJanuary 2019 and that the Council was required to adopt and publish a new Statement in advance of that date.
The Committee were advised that whilst there had been no recent changes in gambling policy / legislation, the Council would continue to keep abreast of developments and make changes if required.
Having noted that the Council was required to undertake a public consultation on the draft Statement, the Committee were advised that it was proposed to consult over a ten week period from 25thJune to 31 August 2018. A final draft would be presented to the Licensing Committee in September with a view to recommending its approval to Cabinet and Full Council in the Autumn.
Whereupon, it was
RESOLVED
a) that the draft ‘Gambling Act 2005 Statement of Principles as set out in the appendix attached to the report be approved for public consultation;
b) that the Head of Community be authorised to make any amendments to the draft statement that are considered necessary as a result of any comments received from the public consultation exercise, or revised guidance issued by the Gambling Commission; and
c) that the revised final draft be brought back to the Licensing Committee for endorsement prior to its consideration by Cabinet and Full Council in the Autumn. |
