INTEGRATED PERFORMANCE REPORT, 2019/20 QUARTER 1 To present performance management information on the Council’s Corporate Plan for 2018/22 and progress updates for current projects.

Decision: The Cabinet considered and commented upon the progress made against the Key Actions and Corporate Indicators in the Corporate Plan and current projects, as outlined in Appendix A and detailed in Appendices B and C of the report now submitted.
The Cabinet also considered and commented upon the financial performance at the end of June, as detailed in Appendix D of the report now submitted and the register of reviews of Commercial Investment Strategy propositions as outlined in Appendix E of the report now submitted. Minutes: With the aid of a report by the Corporate Team Manager and Finance Manager (a copy of which is appended in the Minute Book) the Cabinet were presented with details of the delivery of the Key Actions and Corporate Indicators listed in the Council’s Corporate Plan 2018/22. The report also incorporated progress on the current projects being undertaken at the Council and financial performance information at the end of June 2019.
The Cabinet received responses to questions which had been raised concerning delays in the delivery of a number of projects in particular those that had been rated red and amber. The Finance Manager then went on to explain the financial outturn position at the end of quarter 1 where it was noted that an underspend of £0.438m had been achieved. Having considered the comments of the Overview and Scrutiny Panel (Performance and Growth), the Cabinet

a) to note the progress made against Key Activities and Corporate Indicators in the Corporate Plan and current projects, as summarised in Appendix A and detailed in Appendices B and C of the report now submitted; and
b) to note the Council’s financial performance at the end of June 2019, as detailed in Appendix D and the register of reviews of Commercial Investment Strategy propositions as detailed in Appendix E of the report now submitted. |

APPROVAL OF UPDATED NEIGHBOURHOOD AND COMMUNITY PLANNING GUIDE To receive a report from the Planning Service Manager (Growth) on updates which have been made to the Neighbourhood and Community Planning Guide.

Contact: N Elworthy - (01480) 388434 Additional documents: Decision: The Cabinet endorsed the updated Neighbourhood and Community Planning Guide as outlined in Appendix 1 of the report now submitted for publication. Minutes: Consideration was given to a report by the Planning Service Manager (Growth) (a copy of which is appended in the Minute Book) setting out the background to the updates in the Neighbourhood and Community Planning Guide which had been introduced as part of the Localism Act 2011. The Guide had been updated owing to the adoption of the Huntingdonshire Local Plan to 2036 and provided an opportunity to reflect on how it worked with the Town and Parishes within the District.

CAMBRIDGESHIRE AND PETERBOROUGH COMBINED AUTHORITY DRAFT LOCAL TRANSPORT PLAN To receive a report from the Planning Service Manager (Growth) on the Cambridgeshire and Peterborough Combined Authority draft Local Transport Plan.

Decision: Delegated authority to submit the Council’s final consultation comments on the Cambridgeshire and Peterborough Combined Authority Draft Local Transport Plan has been given to the Service Manager - Growth, in consultation with the Executive Leader and Deputy Executive Leader. Minutes: A report by the Planning Service Manager (Growth) was submitted (a copy of which is appended in the Minute Book) providing an outline of the draft Local Transport Plan (LTP), the specific projects and proposals relevant to Huntingdonshire and a draft consultation response to the LTP for approval by the Council.
In introducing the item, the Planning Service Manager (Growth) explained that the draft LTP had been produced in partnership with authorities within the Cambridgeshire and Peterborough Combined Authority Area and that the consultation had been launched on 17 June closing on 27 September 2019. Attention was drawn to the three key goals of the LTP together with the supporting objectives and the priority schemes identified in Huntingdonshire.
The Cabinet discussed the latest position with land value capture taxes, the discussions held by the Leader and Deputy Executive Leader with the Cambridgeshire and Peterborough Combined Authority and the need for improvements/projects to be identified in and around the market town of Ramsey. In response to questions, the Planning Service Manager (Growth) reported that she expected some form of response back from the Combined Authority to the Council’s response.
