CAMBRIDGESHIRE AND PETERBOROUGH COMBINED AUTHORITY - APPOINTMENT To appoint the Executive Leader of the Council to act as the Council’s appointee to the Cambridgeshire and Peterborough Combined Authority and the Deputy Executive Leader as the substitute member for the remainder of the Municipal Year 2017/18.
Minutes: Following the resignation of Councillor R B Howe from the Cabinet and Cambridgeshire and Peterborough Combined Authority consideration was given to the appointment of a replacement representative. In so doing Councillor T Hayward outlined his concern that the previous Executive Leader, Councillor Howe, had resigned from his position as Executive Leader to enable him to manage his workload as Deputy Mayor of the Combined Authority and questioned how Councillor G J Bull would fulfil a similar role with the two responsibilities. In response, Councillor Bull referred to his shared concerns but explained that the Combined Authority had requested that the District Council be represented at the highest level and commended Councillor Howe’s contribution to the work of the Combined Authority.
Councillor Bull reported that his role would be to liaise with other Leaders on the Combined Authority to build relationships and it was felt that the role should continue to be held by a Member that could speak with authority rather than place the responsibility with other less senior Members. Furthermore he explained that his priority was to focus on his role as Executive Leader and support the work of the Combined Authority as the Council’s representative.
Councillor Howe reinforced the comments made by Councillor Bull and explained that his role on the Combined Authority was of Deputy Mayor, so that combined with his role as Executive Councillor with additional responsibility had made it difficult to manage and had been time consuming. Councillor Howe confirmed his support for Councillor Bull as the Council’s representative on the Combined Authority. Whereupon, it was

that Councillor G J Bull , Executive Leader of the Council be appointed to act as the Council's appointee to the Combined Authority and Councillor R Fuller be appointed as the substitute member

that Councillor R B Howe be appointed to the Overview and Scrutiny Panel (Performance and Customers) in place of Councillor R J West.
