Recommend to Council to change its form of Executive to an Executive Leader and Cabinet model, with effect from 8th May 2011 and approve changes to the Constitution listed in the Appendix to the report, with the exception of the changes to the Council Procedure Rules which should stand adjourned without discussion, after being moved and seconded, to the next meeting of the Council to be held on 15th December 2010.
