To approve as a correct record the Minutes of the meeting held on 16th December 2024.

The Minutes of the meeting of the Committee held on 16th December 2024 were approved as a correct record and signed by the Chair.

To receive from Members declarations as to disclosable pecuniary, other registerable and non-registerable interests in relation to any Agenda item. See Notes below.

Councillor B Pitt declared an Other Registrable Interest in Minute No 36 (a) by virtue of the fact that he had participated in the debate when the application was considered at a meeting of St Neots Town Council's Planning Committee, left the room and took no part in the discussion or voting on the application.

Councillor Pitt also declared an Other Registrable Interest in Minute No 36 (d) by virtue of the fact that he had participated in the debate when the application was considered at a meeting of St Neots Town Council's Planning Committee, left the room and took no part in the discussion or voting on the application.

Councillor T Sanderson declared an Other Registrable Interest in Minute No 36 (b) by virtue of the fact that he was a Member of Huntingdon Town Council but had taken no part in any discussions or decisions on the application.

Councillor Sanderson also declared a Non-Registrable Interest in Minute No 36 (c) by virtue of the fact that the application related to the Ward he represented.

Councillor S Corney declared an Other Registrable Interest in Minute No 36 (b) by virtue of the fact that the application related to the Division he represented as a Member of Cambridgeshire County Council.

Councillor S McAdam declared an Other Registrable Interest in Minute No 36 (b) by virtue of the fact that he was a Member of Huntingdon Town Council but had taken no part in any discussions or decisions on the application.

Councillor McAdam also declared a Non Registrable Interest in Minute No 36 (c) by virtue of the fact that the application related to the Ward he represented.

Councillor D Dew declared a Non-Statutory Disclosable Interest in Minute No 36 (b) by virtue of the fact that the applicant and agent were business clients, left the room and took no part in the discussion or voting on the application.

To consider reports by the Planning Service Manager (Development Management).

The Planning Service Manager (Development Management) submitted reports (copies of which are appended in the Minute Book) on applications for development to be determined by the Committee. Members were advised of further representations, which had been received since the reports had been prepared. Whereupon, it was

Erection of a Solar Photovoltaic Farm with associated substations and other supporting infrastructure including battery storage, inverters and transformers, fencing, CCTV, landscaping and installation of underground high-voltage cable within public highway - Land South of Abbotsley Country Homes, Drewels Lane, Abbotsley.

that the application be approved subject to conditions to be determined by the Planning Service Manager (Development Management) to include those listed in paragraph 8 of the report now submitted.

that, subject to completion of a S106 obligation relating to affordable housing, provision of open space and wheeled bins and to conditions including those listed in paragraph 8 of the report now submitted together with an additional condition as set out in the Late Representations relating to a strategic foul water strategy, the Planning Service Manager (Development Management) be authorised to approve the application or refuse it in the event that the obligation has not been completed or on the grounds that the applicant is unwilling to complete the obligation necessary to make the development acceptable.
